In the spring of 2008, TDEC supported and initiated the development of TNSA as an independent organization to benefit MS4 programs and water quality by providing the following:

  1. representatives to serve in stakeholder advisory capacities on elements such as the future development of the state’s stormwater permitting program and Stormwater Training program
  2. coordination between MS4s regionally and statewide for program consistency and identification of cost-sharing opportunities
  3. clearinghouse services that identify and make existing resources and tools available to the MS4 community

The TNSA was chartered as a 501(c) (3) Not for Profit organization in October, 2008. TNSA has an elected President and Board of Directors, comprised of representatives from the 5 regional chapters to help in guiding the future direction of this Association.

The TNSA is comprised of five regional chapters coordinated by local chairpersons and are located in East Tennessee, Chris Granju, Southeast Tennessee, Leah Crisp, Northeast Tennessee, Dan Wankel, West Tennessee, Chris Masin, and Middle Tennessee, Todd Sullivan. The regional groups meet quarterly and hold a statewide conference annually.

Funding for the initiation of this Association was provided as part of an EPA Innovation grant that TDEC, Division of Water Pollution, was awarded in November of 2007. Currently, the Association has no paid staff and relies solely upon available volunteer and chairperson time. This grant is expected to provide effective internal and external educational support services to the Tennessee Stormwater Association (TNSA) and its statewide Municipal Separate Storm Sewer Systems (MS4) membership. Funding partners include:

  1. Division of Water Pollution Control - TN Department of Environment and Conservation (TDEC)
  2. Nonpoint Source Program - Tennessee Department of Agriculture (TDA)
  3. Environmental Division - Tennessee Department of Transportation (TDOT)
